Jesse Watters has over 20 years’ experience as an operational and legal executive representing companies in the public and private sector. Mr. Watters focuses his practice as an outside General Counsel to companies with particular specialties in Government Contracts, Corporate Governance, Compliance, Export Controls, Business Transactions, and M&A.

Mr. Watters has extensive experience as an operational executive having previously served as the Acting Chief Operating Officer for T-Worx Holdings, LLC a product innovation company and the General Counsel for Sotera Defense Solutions, Inc. a private equity-owned national security technology company. He also served as the Deputy General Counsel for Alion Science and Technology Corporation an engineering services firm and the first lawyer and Deputy General Counsel for the Coalition Provisional Authority, Office of the Inspector General. Mr. Watters also practice law as a member of the government contracts and export compliance practices of the law firms of Holland & Knight, LLP and Patton Boggs, LLP. Mr. Watters also served as an Adjunct Professor of National Security Law at the National Intelligence University. He also served in the U.S Navy for over 25 years, rising through the enlisted ranks and retiring as a Lieutenant Commander while serving in various strategic and operational positions within commands such as the Joint Chiefs of Staff, USCINCLANT, DoD OIG, NAVEODTECHDIV and USSOUTHCOM.

Mr. Watters earned his Bachelors of Arts, magna cum laude, in International Affairs from the George Washington University in Washington, D.C, and earned his J.D. from the American University, Washington College of Law in Washington DC. He is a member of the Bars of Virginia, Maryland and the District of Columbia.
